Director’s overview

The events of March 2020 have fundamentally changed the delivery of services within Bracknell.

All service areas implemented business continuity plans with the vast majority operating as closely as possible to business as usual. It is inevitable that coronavirus has had a significant impact on our whole population, and this has been reflective in the activity of the People Directorate over the last 10 months.

Despite this our staff have worked in an agile and flexible way to make sure that we have been able to support the most vulnerable children and adults.

Adult Social Care

The key performance indicators for Adult Social Care is Delayed Transfers of Care, however since the onset of COVID-19, a national directive was put in place to pause the reporting.

Despite this Adult Social Care have continued to prioritise the safe discharge of adult from hospital to support the NHS during this most challenging of times.

Our commissioning team continue to work in close partnership with our colleagues in East Berkshire to establish a robust and effective set of support arrangements for care providers.

Forestcare and EDS teams continue to provide out of hours support for our residents.

Bracknell Forest Council’s Rough Sleeper team continue to offer accommodation for people sleeping rough or at risk of doing so in the borough.

Schools

Schools fully reopened in September 2020 in line with Department for Education guidance for all children.

Much emphasis was placed on making sure children were given opportunities to catch up on any learning lost during the March lockdown.

Schools also provided blended learning which included face to face and remote learning for those who needed to self-isolate due to COVID-19.

We have seen an increase in the percentage of 19 to 21 year olds not in education, employment, or training (NEET) due to COVID-19 and are working closely with the young people.

Childrens Social Care

Quarter 2 has seen an extension of Childrens Social Care workers being majority based at home (now 7 months) whilst maintaining all in person face to face visits to children and families.

This is not without impact as the role is demanding and at often emotionally challenging. Social Worker support, Team Meetings and supervision is being provided virtually.

The leadership teams has been creative in seeking way to enable peer support and virtual interactions but we recognize that there are limitations.

That said access to PPE and the advanced arrangements in place in regard to ICT have made a positive difference.

Although the ‘Adoption and Children (Coronavirus) (Amendment) Regulations 2020 April ’ Has provided some easements to 10 regulations, within Bracknell Forest we used very few as we recognise there is little room for any safe easement of our core responsibilities, as children ‘at risk’ continued to be so , and some more so. We are very proud of the way the workforce and its partners have found ways to maintain the oversight of some of Brough’s most vulnerable children and families.

Our front door (MASH) continues to be open as is Larchwood short breaks unit.

Audits and risks

During quarter 3 of 2020 to 21 there were no internal audit reports issued with a partial or inadequate opinion.
