Recruitment and retention has stabilised through the last quarter.

A number of high cost contractors have been ceased after successful recruitment campaigns which have secured permanent professionals in permanent posts.

After a significant reduction in turnover due to COVID in the previous quarter we have seen and increase in turnover which is inline with normal levels for local authority employers.

7.011 Align learning and development with the transformation programme

Some ground has been made in aligning learning and development to the transformation programme through the assessment of the resource required to support a number of priority transformation projects.

7.018 Bracknell Forest Faith and Belief Forum

Comment: The community cohesion and engagement team council continues to work closely with and supports the work of the Bracknell Interfaith Forum.

Support is being provided to the forum to host an interfaith AGM on 9 June using Zoom.

The Forum has supported the councils engagement with faith groups around cascading COVID guidance and the work of the Safeguarding Board.

7.019 Community Cohesions and Engagement Partnership

The CCEP continues to meet virtually. Meeting last on the 16 March with a membership of external partner organisation, VCS and cross council representatives to identify and address key opportunities and issues to strengthen community cohesion across the borough.

Comment:

Significant work and contributions led by the Corporate Management Teams have added to the awareness and commitment to diversity for all staff and the community of Bracknell Forest.

Forest Views and the new intranet is just one of the methods being used to raise awareness and encourage celebrations of the wider spectrum of diversity which is drawn from a diversity calendar championed by the Equality Working Group.

eLearning continues to be available for all staff as a refresher and is mandatory for all new employees upon starting employment.

The current Organisational Development Strategy is being developed further for 2021 to reflect organisational focus including:

  • the council's Equality Scheme objectives (and consulting with staff)
  • Unconscious Bias development for members, senior leaders, managers and the workforce as a whole
  • increased knowledge and understanding around Black Lives Matter
  • the essential skills for completing equality impact assessments
  • understanding of the staff Pulse Survey outcomes

There will be planned opportunity for virtual face to face development activities as part of a blended approach to individual and collective learning.

7.023 Disability confident committed employer status

Comment: 

Work continues between the HR and OD teams on our recruitment and learning and development activities which is contributing to our recognised status as a disability confident committed employer. We have proactively supported new and current staff with disabilities to reach their full potential and have equality of access to opportunities in development and career progression.

Comment: 

The Community Safety Team continues to interrogates reported hate crime data to understand the typology and demographics of the offenses with different hate crime markers. This is monitored and reported to the CSP, CCEP.

The Community Safety, Community Cohesion and Engagement Partnership and Superintendent Parker are taking on a piece of work to understand our community and networks to BME, what interventions have been implemented and been affective in other areas and seek to develop more public consultation.

The Independent Advisory Group is also about to be launched by TVP and will be part of that process.

7.025 Prevent Action Plan and Equality Scheme

The Bracknell Forest Prevent Action Plan has successfully completed the councils full approval process and was signed off by the Executive on the 22 September 2020.

Comment:

During the pandemic the delivery of the member development programme has had to adapt.

Availability of webinars and video content has increased access to activity to a higher number of participants.

Skills and knowledge development has continued with activities such as briefings, workshops and 121 sessions.

A summary of the councillor development programme delivery is being presented to council on 21 April 2021 through the Annual Report.

7.043 School admission appeals service and exclusion review service

During the quarter, a total of 4 ordinary school admission appeals were heard of which all were refused. No Infant Class Size (where class size is limited to 30 pupils) appeals were heard during this period.
