The council’s spending plans for 2019 to 2020 were approved at the council meeting on 27 February 2019.

Despite over £3m savings from the council’s transformation programme and efficiency savings of £1.9m, the demand on local services and ongoing reductions in government grant meant we still faced a budget gap of over £4m for 2019 to 2020.

Like many other local authorities, an increase in council tax was needed to make sure frontline services, in particular those supporting vulnerable people, continued to be protected. During this meeting an increase in council tax of 2.99% was confirmed for 2019 to 20. This increase equates to around 73p per week for a band D council tax payer.

In addition, £2.6m will be drawn from the council’s reserves to bridge the remaining gap.

Important information regarding the 2019/20 financial statements

The external audit of the draft statement of accounts for the year ended 31 March 2020 has not yet been completed by our external auditors EY LLP. This is due to the delay in completing the audit of the Berkshire Pension Scheme which is undertaken by Deloitte LLP. EY require this audit to be completed and reported to them in order for EY to complete their audit of our accounts. This situation is allowed for by Regulation 10, paragraph (2a) of the Accounts and Audit Regulations 2015.

This notification explains, as per paragraph (2a), that we are not yet able to publish our audited 2019/20 final statement of accounts in line with deadline of 30 November 2020, as per paragraph (1) of the regulations. The council’s final audited accounts will be published immediately following the final results of the 2019/20 audit being reported to us.
